After several tries I finally made it to Lumaria. It is located North West of the shrine of Sacrifice. They have a Tower set up, large house, and many smaller houses. There is a public training house, and a tailor shop.

Met a large hunting party at the city. Seems someone had stolen something and they were hunting them down.
