The Owl's Eye Tavern is located in the player run city of DeepWater. It also serves as the Town's hall.

I have visited the tavern twice, and both times (european early evening) I have found many people there. Due to the quick skill advancements, there are many Grand Master's in all skill sets around.

A clear indication of the town's importance is the presence of a towncryer outside the Tavern.
