The Citadel is the stronghold of a large ninja clan in the Tokuno Islands. The clan has recently come under the leadership of a new mistress called Travesty. She is a powerful changeling who hides in a room that can only be accessed if you gather a number of keys from her minions.
In order to enter the dungeon you must have accepted a quest given by an NPC near the library in Britain.
